I wouldn't have classed Brunel as an artist though (unless you've not read paragraph 2)

The criteria on the BofE website

"The visual arts is broadly defined and covers architects, artists, ceramicists, craftspeople, designers, fashion designers, filmmakers, photographers, printmakers, and sculptors. Their areas form part of our everyday lives, from the buildings around us to the artwork that inspires us, the clothes we wear and the objects we use."

Brunel is an engineer, designer, craftsman and his architectures are seen in the context of industry that affect everyday lives. He is included in the list if you read the pdf file of the candidates. Sure he is not a fine art or impressionist. The candidates is in the field of visual art, Brunel excels in it. There are novelists included too but they are not immediately considered as fine artists.
