While well out of your budget another approach, assuming you have some spare cash, would be to buy a previous generation of a high end lens. It will have lost most of its depreciation so if you decide it's not for you you'll probably lose less than trying to sell a cheap lens. Equally if you take it further you don't need to upgrade a cheap lens so won't lose money there either. I guess its a call between low initial costs and lifetime costs.

How regularly do you shoot motorsport? Would lens hire be the answer? That way you can get a good quality lens to practice with http://www.lensesforhire.co.uk/canon-super-telephoto-9-c.asp

I have a Canon EF-S 55-250 and I'm totally happy with the quality for the price.

Bear in mind that the 550D is a crop camera so you're getting a field of view equivalent to an 88-400 zoom on a full frame camera.
<qt>

The uses you cite are likely to require fast shutter speeds or out of focus backgrounds which, in turn, is likely to require a faster zoom than you are likely to get for £200, both in terms of focusing and aperture. There comes a point where quality costs and action photography often requires quality.</qt>

Agreed - but a budget is a budget!

The one I quoted is probably worth a go - just be aware that there will be significant compromises involved.

£200 isn't a lot to go on

If you're wanting around 300mm this is about your only option, nothing special but it'll do the job. Works best a stop or two down:
http://www.wexphotographic.com/buy-canon-ef-75-300mm-f4-5-6-iii-lens/p12850
