I think in your case, if you're struggling with push ups due to your arm and shoulder strength, starting with half pushups will help with getting used to the movement with less weight. But as said before, they don't do a great deal for the core... but if you've not done pushups or been successful with pushups before, then they're a good start..

Make sure when doing them you get the position right.
